Summary:
Event #3 in the No Merc Left Behind event chain.
You receive an update from the Outreach Mercenary Training Command regarding Meatbag's training.
Event Trigger Requirements:
- Capricorn is a member of the crew
- You received Meatbag's first report card
- Capricorn has 22,000 XP or more spent in his skill tree
- Meatbag has at least 5 points in Gunnery, Piloting, Guts and Tactics skills

Result:
- Capricorn's Gunnery stat is reduced by 1
- Capricorn's Tactics stat is increased by 1
- Company C-Bills increased by 100,000
