The following is a brief summary and an explanation of what requirements you need to meet in order to get the event to fire. Further details are provided but they contain spoilers. Don't read them unless you really want to know exactly what happens in the event.
Summary:
Event #1 in the No Merc Left Behind event chain.
Capricorn approaches you about a training opportunity.

- The Argo is in a populated system
- Capricorn is a member of the crew
- Capricorn has 22,000 XP or more spent in his skill tree

Approaching you in the command center, Capricorn brings up a message from Outreach Mercenary Training Command:
Dear Mr. Velazquez,
Thank you for expressing your interest in the new Field Experience Enhanced Training program. This program is designed to give new OMTC recruits immediate hands-on experience in an active MRBC-registered Mercenary Command, under the mentorship of a veteran mercenary. In exchange for your services, the OMTC will provide lump payments at level 3 and level 5 MechWarrior Core Competencies. The recruit is considered to have completed their Field Experience Enhanced Training once any further MCC has reached level 6, at which point the the recruit will return to Outreach and you will receive further remuneration. Option A - "Deny Capricorn permission.":
"Sorry Capricorn, you're still learning yourself, and I can't have you distracted trying to babysit a complete rook in the field."
Result:
- Capricorn gains pilot tag: Rebellious
- Capricorn gains Low Spirits for 21 days
Option B - "Give Capricorn permission.":
"I think this is a great idea Capricorn. One of the best ways to learn something more thoroughly is to teach it yourself. If it nets us a nice bonus, well that's even better. Just be careful not to get too focused on the recruit while we're on a contract. You've still got a job to do out there."
"Thanks Commander. This should be interesting."
Result:
- Meatbag joins the company
- Capricorn's Tactics stat is reduced by 1
